ATS police testing was the assessment system previously used for Ontario police constable candidates before the current OACP Certificate process. Applicant Testing Services (ATS) delivered the Constable Selection System testing under an agreement with the Ontario Association of Chiefs of Police that lasted approximately two decades.
The Transition from ATS to OACP
The ATS testing system served Ontario police services until December 31, 2019, when the agreement with OACP expired. The OACP developed a new online system to modernize the recruitment process, improve accessibility for candidates throughout Ontario, and enhance affordability.
The transition from ATS to the new OACP system was accelerated when ATS filed for bankruptcy in January 2020. This unexpected development affected candidates mid-process and prompted the OACP to quickly establish procedures for recognizing work completed under the previous system.
Equivalency Credit and Current System Differences
Candidates who began testing under ATS before January 2020 may be eligible for equivalency credit under the current OACP system. The OACP offers an equivalency form for applicants who completed prior or unfinished tests, potentially allowing them to avoid repeating portions of the assessment they already passed.
The current OACP Certificate system differs from the previous ATS testing in several ways. All testing is now conducted online with webcam proctoring rather than at physical testing centers. The system is administered directly by the OACP through its official website. New proctoring through eProctor Canada began in January 2025. Candidates familiar with the old ATS system should review current OACP requirements as procedures have changed.
