ATS testing police refers to the historical police assessment system administered by Applicant Testing Services, which delivered the Constable Selection System testing for Ontario police services for approximately 20 years before the current OACP Certificate system.
End of the ATS Agreement and Bankruptcy
The agreement between the Ontario Association of Chiefs of Police and Applicant Testing Services expired on December 31, 2019. The OACP made the decision to develop a new online Constable Selection System to respond to the changing needs of applicants and police services. On January 1, 2020, the OACP implemented the new online system to improve accessibility and affordability of the process.
On January 17, 2020, the OACP was informed that ATS had filed for bankruptcy. This affected many candidates who had begun the certification process under the ATS system. The OACP was named as a creditor along with individual applicants and other groups.
Equivalency Process and Modern System
For candidates who started under the ATS system, the OACP provides an equivalency process. An equivalency form can be submitted as the OACP gives credit to applicants who completed prior or unfinished tests undertaken before January 1, 2020.
The current OACP Certificate system replaced ATS testing entirely. All new candidates must complete the process through the official OACP Certificate website. The new system offers online accessibility, webcam-proctored testing, and streamlined administration. The transition from ATS to the current OACP system represents the modernization of Ontario police recruitment.
